Assistant Manager – Regulatory Compliance (Risk Consulting) – Dubai

About the role

EY is seeking an Assistant Manager or Manager to join its Financial Services Risk Consulting team in the United Arab Emirates. The role focuses on delivering regulatory gap assessments, licensing support, conduct risk reviews, market conduct and consumer protection reviews, product governance assessments, and broader compliance advisory services for banks, fintechs and digital‑asset entities.

Key responsibilities

• Lead execution of regulatory gap assessments against CBUAE, SCA, DFSA, FSRA and VARA regulations.
• Support clients in licensing and authorization processes, preparing applications and regulatory submissions.
• Advise on digital/virtual asset licensing requirements and regulatory expectations.
• Conduct Market Conduct Compliance reviews, including Consumer Protection Regulations.
• Perform Product Governance assessments covering design, approval, suitability and post‑sale monitoring.
• Deliver Conduct Risk and Compliance Risk assessments, identify drivers and mitigation measures.
• Review and enhance compliance frameworks, policies, procedures, RCMs and governance structures.
• Provide regulatory interpretation, advisory support and assistance during supervisory examinations.
• Lead workshops, training sessions and awareness programmes for client teams.
• Manage engagement workstreams, review deliverables and coach junior team members.

Required profile

• Minimum 10 years of experience in regulatory compliance, internal audit or compliance advisory.
• Experience with regulatory authorities such as CBUAE, SCA, DFSA, FSRA and VARA.
• Background working with traditional banks, fintechs or digital/virtual asset entities.
• Proven ability to lead client engagements, develop regulator‑grade deliverables and mentor junior staff.
