Business Development Manager – Construction Recruitment (GCC Focus)

About the role

The Business Development Manager will drive VHR's growth in the white‑collar construction, engineering and infrastructure sectors across the GCC. Reporting to senior leadership, you will leverage existing relationships and build new pipelines to secure contracts for both permanent and contract placements.

Key responsibilities

• Lead business development activities throughout the GCC within the construction recruitment space.
• Utilise relationships with main contractors, developers, project‑management consultancies and engineering firms to generate new business.
• Collaborate with internal recruitment and delivery teams to ensure successful fulfilment of client requirements.
• Build and manage a pipeline of key accounts, driving growth and long‑term client relationships.
• Stay informed on regional construction projects, market activity and client hiring needs.
• Represent VHR at industry events and client meetings across the region.
• Provide market trend insights to senior leadership.

Required profile

• Proven experience in construction recruitment business development, focusing on white‑collar roles.
• Established network of decision‑makers in the UAE, Saudi Arabia, Qatar, Oman or wider GCC construction industry.
• Strong understanding of the regional construction market and upcoming projects.
• Demonstrated ability to generate new business and manage key accounts effectively.
• Excellent communication, negotiation and client‑facing skills.
• Highly organised, commercially astute and capable of working autonomously or within a team.
