Chief Specialist – Organizational Structures & Corporate Documents

About the role

The Chief Specialist will lead the design, governance and continuous improvement of organizational structures and corporate documentation for the Smart Dubai initiative. Reporting to senior leadership, the role ensures that structures align with the RTA strategy, international best practices and operational needs.

Key responsibilities

• Develop and maintain the organizational structures management system and role framework in line with RTA strategy.
• Conduct periodic studies to review and update structures and roles across agencies and sectors.
• Govern operating model options, produce structure scenarios and provide clarity for strategy execution.
• Advise RTA leadership on organizational design, role definitions and delegation of authority.
• Coordinate with relevant units to implement approved structure changes and update documentation.
• Prepare structure review documents, rationales and impact assessments for decision forums.
• Lead workshops, awareness sessions and track implementation status of structure changes.
• Partner with HR to align job families, roles and delegation of authority implications.
• Optimize revenue and cost through structure design, including spans, layers and shared services, supported by business cases.
• Standardize structure artifacts, ensure version control and recommend governance improvements.

Required profile

• Bachelor’s or Master’s degree in Business Administration, Human Resources or related field.
• 9+ years of experience (11+ years if holding a Bachelor’s degree) in organizational design, governance or corporate transformation.
• Proven ability to lead large‑scale structure reviews and manage cross‑functional stakeholder engagement.
• Strong analytical, reporting and documentation skills.
