Commissioning Manager

About the role

The Commissioning Manager will lead the planning, coordination and execution of pre‑commissioning, commissioning, start‑up, performance testing and handover for major offshore upstream oil & gas projects. Reporting to senior project leadership, the role ensures safe, efficient and timely delivery while complying with project specifications, international standards, client requirements and HSE regulations.

Key responsibilities

• Develop and implement the overall commissioning philosophy, strategy and execution plans.
• Lead multidisciplinary commissioning teams across offshore and onshore facilities.
• Manage pre‑commissioning, commissioning, start‑up, operational readiness and handover activities.
• Review and approve commissioning procedures, dossiers, systems completion plans and start‑up sequences.
• Coordinate with Engineering, Procurement, Construction, Operations, HSE and Quality teams to ensure seamless execution.
• Monitor progress, implement corrective actions and maintain schedule commitments.
• Interface with client, PMC, EPC contractors, vendors and operations teams; lead commissioning meetings and progress reviews.
• Lead risk assessments, SIMOPS reviews, HAZOP follow‑up actions and risk mitigation plans.

Required profile

• Minimum 240 months (20 years) of experience in commissioning, start‑up and performance testing of large offshore upstream oil & gas projects.
• Proven delivery of EPC/EPCI/PMC projects for major Middle Eastern operators.
• Strong knowledge of HSE regulations, international standards and client specifications.
