Director of Operational Resilience

About the role

Capitex is seeking an experienced Director of Operational Resilience to lead regulatory‑driven risk management for its fast‑growing financial services business in Dubai. The role will focus on implementing the new UAE Central Bank operational risk regulations over the next 12–24 months and expanding the firm’s presence across the GCC.

Key responsibilities

• Lead delivery of operational resilience programs aligned with the UAE Central Bank’s new operational risk management regulation.
• Build and scale a high‑performing team, starting with 2–3 staff and expanding as needed.
• Act as the subject‑matter expert for operational resilience on client engagements, guiding risk assessments, continuity planning, and resilience frameworks.
• Support the Regional Director in identifying and winning new business opportunities within banking and financial services across the GCC.
• Collaborate with consulting partners (Big Four and boutique firms) and financial institutions to design and implement resilience solutions.
• Travel occasionally to cover regional markets including Qatar, Riyadh, Bahrain, and Kuwait.

Required profile

• Minimum 10 years of experience in operational resilience, risk management, or regulatory compliance within the banking sector.
• Proven track record of implementing regulatory frameworks related to operational risk or resilience.
• Strong stakeholder management and leadership skills, capable of building and managing teams in high‑pressure environments.
• Delivery‑oriented with an entrepreneurial mindset, able to thrive in a fast‑paced, evolving market.
• Previous GCC experience or deep understanding of financial services in emerging markets; banking practitioner background highly desirable.
