Global Expert – Licensing & Supervision Framework Advisory

About the role

We are looking for a seasoned Global Expert to advise on the design, development, and implementation of a licensing and supervision fee framework for a Middle‑East based project. The role involves aligning the framework with international best practices and engaging with industry stakeholders.

Key responsibilities

• Design, review and refine licensing and supervision fee models, including risk‑based and proportional approaches.
• Conduct fee impact analyses, financial forecasting and benchmark against peer jurisdictions.
• Lead consultations with financial institutions, incorporate feedback and ensure fairness of the framework.
• Develop rollout strategies, change‑management plans and support regulatory mapping and compliance timelines.
• Ensure alignment with global standards such as Basel, FATF and IMF, and lead international benchmarking exercises.
• Provide strategic advice on long‑term enhancements, emerging trends and the impact of new technologies on supervision.

Required profile

• Extensive experience in licensing and supervisory frameworks for financial institutions, with a proven track record in fee model design and benchmarking.
• Strong understanding of international regulatory standards and supervisory best practices, and experience leading industry consultations.
