Head of Technical Systems Development & Support

About the role

Our client, a Dubai Government Entity, is looking for an experienced leader to head the Technical Systems Development and Support Section. You will drive strategic and operational activities across engineering projects, maintenance systems, risk management, and cost control, ensuring high‑quality execution and alignment with government standards.

Key responsibilities

• Define and implement the section’s strategic objectives, work plans, and team activities.
• Oversee engineering projects, maintenance systems, and future‑outlook studies.
• Manage project risk assessments, mitigation plans, and benchmarking initiatives.
• Monitor project costs, claims, variation orders, quality, and timelines.
• Evaluate contractor and consultant technical performance.
• Maintain and update engineering standards, technical guidelines, and project databases.
• Prepare performance reports and recommendations for senior management.
• Lead, develop, and manage the section’s staff.

Required profile

• Bachelor’s degree in Civil, Mechanical, or Electrical Engineering.
• 6–8 years of relevant experience in engineering project management and strategic management.
• Proven experience in risk management, project cost control, maintenance, and contractor/consultant management.
• Strong leadership, decision‑making, communication, and organizational skills.
