HSE Engineer – UAE National (Rail Infrastructure)

About the role

SEGULA Technologies Middle East is seeking an experienced HSE Engineer who is a UAE national to join a major rail and infrastructure project in Abu Dhabi. The role involves implementing and monitoring health, safety and environment requirements across construction activities, ensuring compliance with UAE regulations and project standards.

Key responsibilities

• Develop, implement and monitor project HSE plans, policies and site safety procedures.
• Conduct regular site inspections, safety audits, risk assessments and monitor compliance with RAMS, Permit to Work and PPE requirements.
• Identify hazards, initiate corrective and preventive actions, and oversee high‑risk construction activities.
• Deliver toolbox talks, safety briefings and HSE awareness sessions for all personnel.
• Investigate incidents, accidents, near‑misses and support root‑cause analysis.
• Maintain HSE documentation, registers, inspection records and KPI reports.
• Monitor subcontractor HSE performance and ensure alignment with project requirements.
• Coordinate with construction, engineering and site management teams to ensure safe execution of works.
• Support emergency preparedness, drills and response activities.
• Participate in HSE meetings and propose continuous improvement measures.

Required profile

• UAE national (mandatory).
• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Engineering or related field.
• Professional HSE qualification such as NEBOSH, IOSH or equivalent preferred.
• Proven experience as an HSE Engineer or Safety Engineer on construction or infrastructure projects.
