HSE Engineer – UAE National (Rail Transportation Infrastructure)

About the role

SEGULA Technologies Middle East is seeking an experienced HSE Engineer who is an UAE national to support a major rail and infrastructure project in Abu Dhabi. The role involves implementing and monitoring health, safety and environment requirements across construction activities, ensuring compliance with UAE regulations and industry standards.

Key responsibilities

• Implement and monitor project HSE plans, policies, procedures and site safety requirements.
• Conduct regular site inspections, safety audits and risk assessments.
• Monitor compliance with RAMS, Permit to Work (PTW), PPE requirements and safe systems of work.
• Identify workplace hazards and ensure timely corrective and preventive actions.
• Monitor high‑risk construction activities and ensure appropriate control measures.
• Deliver toolbox talks, safety briefings and HSE awareness sessions.
• Investigate incidents, accidents, unsafe conditions and near misses, supporting root‑cause analysis.
• Follow up on corrective actions from inspections, audits and investigations.
• Maintain HSE documentation, registers, inspection records and KPI reports.
• Monitor subcontractor HSE performance and ensure compliance with project requirements.
• Coordinate with construction, engineering and site management teams to ensure safe execution of works.
• Support emergency preparedness, drills and response activities.
• Participate in project HSE meetings and provide recommendations for continuous improvement.

Required profile

• UAE national (mandatory).
• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Engineering or related discipline.
• Professional HSE qualification such as NEBOSH, IOSH or equivalent (highly preferred).
• Proven experience as an HSE Engineer or Safety Engineer in construction or rail projects.
