HSE Manager - Design Consultancy (3-Month Contract)

About the role

An international design and supervision consultancy based in Dubai needs an experienced consultant HSE manager to join its team on a 3-month contract, working on new-build hospitality and residential projects in the Emirate. The role is filled by outsourced staff through J10 Consulting and can start immediately. Candidates should have a proven background as a consultant QHSE leader on construction projects in the UAE or wider GCC, and previous experience with a recognised design consultancy or PMC.

Key responsibilities

• Implement the project's health, safety and environmental arrangements against QHSE management system requirements.
• Lead HSE engineers and inspectors in monitoring health and safety at site level, in line with legal and client requirements.
• Deliver health, safety and environmental training such as inductions and safe working practices.
• Review and approve contractors' health, safety and environmental plans, risk assessments and method statements before work starts.
• Plan daily morning site visits and carry out weekly joint HSE inspections with inspectors and contractors, closing out corrective and preventive actions.
• Organise HSE meetings with clients, project staff and contractors, and run emergency response drills.
• Follow up on contractor incident investigations, give technical guidance on accident prevention and conduct regular site safety reviews.
• Liaise with enforcement authorities (PCFC, EHS checks) and submit monthly HSE reports with contractors and the client.

Required profile

• Proven track record as a consultant QHSE manager on hospitality or residential construction projects in the UAE.
• Previous design or engineering consultancy experience is mandatory.
• 8+ years of relevant experience.
• Degree or diploma in civil engineering or a related field.
• Minimum NEBOSH IGC certification.
• UAE driving licence is essential.
