HSE Manager – Offshore Subsea Project (Pkg 2)

About the role

The HSE Manager will lead, implement and maintain health, safety, security and environmental management systems for ADNOC offshore projects, ensuring compliance with ADNOC, UAE and international standards while fostering a strong safety culture throughout all project phases.

Key responsibilities

• Develop, implement and monitor Project HSE Management Plans and lead HSE teams.
• Ensure compliance with ADNOC HSE Management System, UAE regulations, ISO 45001, ISO 14001 and offshore safety standards.
• Conduct risk assessments (HAZID, HAZOP, SIMOPS, TRA, JSA) and approve high‑risk work permits.
• Provide HSE support during offshore platform construction, hook‑up, commissioning, brownfield modifications and marine operations.
• Lead incident investigations, root‑cause analysis and ensure timely reporting to ADNOC and stakeholders.
• Manage environmental management plans, waste, emissions and spill prevention.

Required profile

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety or related field; Master’s degree is a plus.
• Minimum 15 years of HSE experience in oil & gas, with at least 8 years in leadership roles on offshore projects.
• Proven experience with ADNOC Offshore, Saudi Aramco, QatarEnergy or similar major EPC projects.
• Knowledge of ADNOC HSE‑MS, offshore codes of practice, UAE HSE regulations and ISO 45001/14001.

Required skills

• HAZID, HAZOP and SIMOPS risk assessment techniques.
• Permit‑to‑Work, Lockout/Tagout and confined‑space entry procedures.
• ISO 45001 Occupational Health & Safety and ISO 14001 Environmental Management systems.
• NEBOSH International Diploma, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor certifications.
