HSE Manager – Rail & Tunnel Projects

About the role

SYSTRA is seeking an experienced HSE Manager to lead health, safety and environment initiatives for a complex rail and tunnel project in Dubai. The role involves developing, implementing and continuously improving the HSE management system across construction, underground works, tunnelling and heavy plant operations.

Key responsibilities

• Develop, implement and maintain the project HSE plan, procedures and risk control measures.
• Lead HSE strategies for rail construction, civil works, system interfaces, tunnelling and associated logistics.
• Manage HSE aspects of rail tunnel and TBM operations, including confined‑space safety, ventilation, emergency preparedness and fire prevention.
• Ensure compliance with UAE HSE legislation, client standards and international best practices.
• Conduct hazard identification, risk assessments, job safety analyses and method‑statement reviews for critical activities.
• Monitor contractor and subcontractor compliance with approved HSE plans and site procedures.
• Lead incident reporting, investigation, root‑cause analysis and corrective‑preventive actions.
• Organise regular HSE inspections, audits, site walks and management reviews.
• Deliver HSE training, inductions, toolbox talks and awareness sessions.

Required profile

• Proven HSE experience on large‑scale rail, tunnel or TBM projects in the UAE.
• Strong knowledge of UAE HSE legislation and international safety standards.
• Ability to lead multidisciplinary teams and coordinate with multiple contractors.
• Excellent analytical and investigative skills.
