Human Resources Manager – Dubai

About the role

Reef Group is looking for an experienced Human Resources Manager to lead HR operations for its UAE business. Based in Dubai, the role will act as the primary HR liaison between local employees, management and the Group’s headquarters in Riyadh.

Key responsibilities

• Lead and manage day‑to‑day HR operations across the UAE.
• Serve as the main HR point of contact for employees and management in Dubai.
• Coordinate closely with the Reef Group Headquarters HR team.
• Oversee the full employee lifecycle – onboarding, promotions, transfers, contract changes and off‑boarding.
• Manage attendance, leave, payroll inputs, employee documentation and HR records.
• Ensure compliance with UAE Labour Law and related employment regulations.
• Handle visa, work permit, Emirates ID, medical insurance and other government processes.
• Address employee relations issues, disciplinary matters, grievances and policy cases in partnership with headquarters.
• Collaborate with Finance, IT, Administration, Government Relations, Talent Acquisition and other functions.
• Prepare and monitor HR reports on headcount, turnover, attendance and employee movements.
• Support implementation and improvement of Group HR policies, systems and initiatives in the UAE.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Management or a related field.
• 5–8 years of HR experience with strong exposure to HR operations and employee relations.
• In‑depth knowledge of UAE Labour Law and employment requirements.
• Proven experience managing the employee lifecycle, payroll coordination, contracts, visas and work permits.
• Background in retail, large groups, multi‑entity organisations or fast‑growing companies.
• Strong leadership, communication, problem‑solving and stakeholder management abilities.
• Fluent in Arabic and English.
• Professional HR certification (e.g., SHRM, CIPD, HRCI) is an advantage.
