IT Services & Operations Manager – Middle East

About the role

The IT Services & Operations Manager will lead the regional IT function for Tractebel across the Middle East, ensuring that all IT services are secure, reliable and aligned with business needs. Based in Dubai, the role oversees day‑to‑day operations, service delivery, infrastructure, workplace technology, cybersecurity coordination and local application support while driving digitalisation initiatives.

Key responsibilities

• Develop and execute the regional IT strategy and operating plan in line with corporate standards.
• Lead IT operations, service delivery, infrastructure, workplace technology and digital transformation projects across multiple sites.
• Manage regional IT budgets, forecasts, procurement, vendor contracts and licensing.
• Implement and maintain IT governance, procedures, controls and reporting routines.
• Provide regular performance, risk and investment reporting to senior management.
• Coordinate with enterprise system owners for SAP, Planisware, HRIS, ERP, CRM and project portfolio tools.
• Act as the primary IT point of contact for employees, business functions, global IT teams and service partners.

Required profile

• Proven experience in managing multi‑site IT environments and leading teams.
• Strong knowledge of IT governance frameworks such as COBIT and ITIL.
• Demonstrated ability to manage budgets, vendor relationships and technology investments.
• Excellent communication skills to work with business stakeholders and global IT organisations.
