Learning & Development Manager – Dubai

About the role

The Learning & Development Manager will lead the entire L&D function for a hospitality organization in Dubai, designing and delivering innovative learning solutions that boost performance, engagement and long‑term growth.

Key responsibilities

• Develop and execute a comprehensive L&D strategy aligned with business objectives.
• Conduct needs analyses and stakeholder consultations to identify capability gaps.
• Design blended learning programmes (classroom, digital, on‑the‑job, micro‑learning) and facilitate workshops, leadership academies and e‑learning modules.
• Partner with subject‑matter experts and external vendors for content curation.
• Own and manage the L&D budget, ensuring cost‑effectiveness and measurable ROI.
• Select and manage relationships with training vendors and LMS providers.
• Define, track and report KPIs such as ROI, learner satisfaction and competency uplift.
• Mentor high‑potential employees, lead succession‑planning for key Emirati roles and ensure compliance with UAE Labour Law and semi‑government guidelines.

Required profile

• Bachelor’s degree in HR, Education, Organizational Psychology or related field (Master’s preferred).
• Minimum 7 years of L&D experience, including at least 3 years in a managerial capacity.
• Proven track record of owning end‑to‑end L&D operations independently.
• Experience designing and launching multiple innovative learning programmes.
• Strong understanding of UAE Labour Law and semi‑government HR guidelines.
