Offshore HSE Analyst / Safety Officer

About the role

Penspen is seeking an experienced HSE Analyst / Safety Officer to join an offshore PMC project in Abu Dhabi. The role focuses on ensuring safe operations on platforms, maintaining compliance with international and local safety standards, and supporting emergency preparedness.

Key responsibilities

• Monitor compliance with HSE policies, procedures and regulations (OSHA, API, ADNOC, IOGP, IMO).
• Conduct daily HSE inspections, audits and walk‑throughs on rigs/platforms.
• Manage Permit to Work (PTW) systems for hot work, confined space, height and lifting operations.
• Prepare Job Safety Analyses (JSA) and Task Risk Assessments (TRA).
• Participate in SIMOPS planning and coordinate simultaneous operations safely.
• Maintain incident logs, perform trend analysis and generate HSE performance reports.
• Lead emergency drills (fire, man‑overboard, H2S release, evacuation) and ensure emergency equipment is functional.
• Coach workers on safe practices, waste management, spill prevention and environmental monitoring.

Required profile

• Diploma in Engineering (relevant discipline).
• Minimum 10 + years of HSE experience, with at least 5 years in offshore projects within the GCC.
• Strong knowledge of offshore safety regulations, risk management and emergency response.
• Preferred certifications: NEBOSH, IOSH, OSHA, ISO 45001.
• Previous experience with PMC/EPC contracts and ADNOC offshore projects is an advantage.
