Planning Engineer (Infrastructure)

About the role

Parsons Corporation is seeking an experienced Planning Engineer to support infrastructure projects in Dubai. You will act on behalf of the Consultant, reviewing and monitoring the Contractor’s programme, progress and time‑related submissions to ensure compliance with contract conditions, project specifications and local authority requirements.

Key responsibilities

• Review the Contractor’s baseline, revised and recovery programmes for logical sequencing, durations, resource and cost loading, and critical path alignment with drawings, specifications and method statements.
• Validate that the programme reflects key milestones, sectional completions, interface dates with authorities such as RTA, DEWA, DM, and Etisalat/du, and contractual constraints.
• Provide independent analysis of progress, delays, and forecasts; prepare weekly and monthly progress reports including S‑curves, manpower histograms and critical path status.
• Conduct site walks with the Contractor’s planning team to verify reported progress against on‑site records.
• Support the assessment of Extension of Time (EOT) claims and acceleration proposals using recognized delay analysis techniques.

Required profile

• Minimum 12 years (144 months) of experience in construction planning and control, preferably on large‑scale infrastructure projects in the UAE.
• Strong knowledge of local authority requirements (RTA, DEWA, DM) and contract administration.
• Proficiency in preparing technical reports and presenting programme data to senior stakeholders.
