PPP Senior Advisor – Infrastructure

About the role

Parsons is seeking a dynamic PPP Senior Advisor to strengthen its PPP Advisory practice across the UAE and the wider region. You will support transaction advisory engagements, develop strategic PPP services, and act as a credible industry presence.

Key responsibilities

• Navigate and harmonise regional PPP frameworks, including UAE, Saudi and Oman regulations.
• Define transaction strategy, delivery models, procurement routes and conduct market sounding.
• Develop business cases, value‑for‑money analyses, CAPEX/OPEX models and affordability inputs.
• Allocate and review technical, O&M, lifecycle and performance risks.
• Create concession documents, technical schedules, O&M requirements and performance standards.
• Design payment mechanisms, availability criteria, KPIs and deduction structures.
• Conduct technical due diligence, assess bidder and SPV bankability, and manage compliance risks.
• Lead bid processes through financial close, handling clarifications, evaluations and advisor coordination.
• Formulate whole‑life and hand‑back strategies, including asset management and residual life planning.
• Support business growth by contributing to proposals, capability statements and outreach materials.

Required profile

• 10–15 years of experience in business consulting, transaction advisory, or infrastructure engineering.
• Bachelor’s degree in a technology or engineering‑related field.
• Professional proficiency in written and spoken English.

Required skills

• Power BI for visualisation and dashboarding of performance and risk data.
• Technical due‑diligence and transaction advisory expertise in PPP projects.
