Project HSE Manager (Construction)

About the role

Royal International Construction is seeking an experienced Project HSE Manager to lead Health, Safety and Environmental (HSE) management across its civil and infrastructure projects in the UAE. The role combines strategic leadership with hands‑on technical expertise to embed a proactive safety culture throughout all project phases.

Key responsibilities

• Develop, implement and maintain HSE policies, systems and procedures aligned with company and project requirements.
• Ensure compliance with UAE regulations, ISO 45001 and ISO 14001 standards.
• Conduct risk assessments, safety audits and incident investigations, and drive corrective actions.
• Deliver HSE training and awareness programmes for staff and subcontractors.
• Lead site inspections and support project teams in maintaining a safe working environment.
• Liaise with clients, consultants and government authorities on all HSE matters.
• Promote a safety‑first culture and integrate HSE objectives into all project operations.

Required profile

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering or a related field.
• Minimum 15 years of HSE experience in civil engineering and construction.
• At least 5 years in a managerial role overseeing project‑level HSE operations.
• Proven background in project management within industrial/construction environments.
• Mandatory certifications: NEBOSH Level 6 (or equivalent), CSP, NVQ Level 6, Lead Auditor for ISO 45001 and ISO 14001.
• Additional recognised HSE certifications are a plus.
