Regional Human Resources Manager

About the role

The Regional Human Resources Manager will lead all HR activities for existing and new stores across Dubai and Sharjah. This role ensures that workforce planning, recruitment, compliance, and employee relations are executed efficiently and in line with UAE labour regulations.

Key responsibilities

• Manage end‑to‑end manpower planning and staffing for both regions.
• Oversee local and international recruitment, including sourcing, screening, interviewing and selection.
• Coordinate with recruitment agencies, overseas partners and manpower supply companies for temporary and permanent hires.
• Prepare job orders, contracts, service agreements and related documentation.
• Handle visa processing, MOFA attestations, medical tests, Emirates ID procedures and employee mobilization.
• Liaise with government authorities such as Embassies, Consulates, ICP, GDRFA, MOHRE, Tasheel and Tawjeeh.
• Manage employee relations, grievances, disciplinary cases and ensure fair resolutions.
• Maintain accurate employee records, HR documentation and personnel files.
• Review and approve HR administrative documents (promotions, resignations, salary certificates, NOCs, etc.).
• Prepare HR reports, workforce analytics and KPIs for senior management.
• Control HR/PRO department expenses, vendor bills and recruitment budgets.
• Coordinate staff accommodation, transportation, travel and logistics.
• Lead HR, PRO and administrative teams across the regions.
• Implement HR systems and digitalisation initiatives in partnership with IT/HR.
• Support succession planning, talent development and leadership pipeline initiatives.

Required profile

• MBA in Human Resources or equivalent.
• 5–10 years of progressive HR experience, preferably in a multi‑site environment.
• Strong knowledge of UAE Labour Law, MOHRE guidelines and embassy regulations.
• Proven ability to manage recruitment, visa processes and employee relations.
