Senior Procurement Engineer – Railway Track & OCS

About the role

We are seeking a Senior Procurement Engineer to lead the sourcing and acquisition of railway track and Overhead Catenary System (OCS) equipment for major rail projects in the UAE. The role involves managing the full procurement cycle, from tender analysis to supplier performance monitoring.

Key responsibilities

• Study tender drawings, technical specifications, bills of quantities and contractual documents.
• Review technical and commercial components of tender proposals.
• Prepare and issue Requests for Quotations (RFQs) to approved local and international vendors.
• Obtain, evaluate and compare written quotations from suppliers and subcontractors.
• Lead commercial negotiations to secure optimal pricing, quality, delivery schedules and warranties.
• Prepare detailed technical and commercial bid comparison reports.
• Coordinate technical clarifications between suppliers, engineering teams, consultants and project stakeholders.
• Prepare material submittals and resubmittals for client or consultant approval.
• Issue letters of intent, purchase orders and procurement agreements.
• Analyse supplier price proposals, cost structures and market data to confirm competitiveness.
• Identify, pre‑qualify and maintain a database of suitable local and international suppliers.
• Monitor supplier performance regarding quality, delivery, contractual compliance and responsiveness.
• Collaborate with engineering, construction, planning, logistics, commercial and project management teams.

Required profile

• Senior‑level engineering professional with extensive experience in railway track and OCS procurement.
• Strong knowledge of tender processes, technical evaluation and commercial negotiation.
• Proven ability to manage supplier relationships and coordinate across multidisciplinary teams.
• Excellent analytical skills for price and cost analysis.
