Stakeholder Engineer

About the role

Parsons is seeking a Stakeholder Engineer to join its Construction Supervision team in Abu Dhabi. The role focuses on managing stakeholder engagement, utility coordination, authority approvals and asset handover for major infrastructure works including softscape, asphalt, hardscape and road projects.

Key responsibilities

• Act as the primary liaison with external authorities, utility providers and third‑party stakeholders to resolve interface issues and support project delivery.
• Coordinate permits, NOCs and authority approvals, maintaining comprehensive logs, registers and trackers.
• Manage utility coordination activities such as diversions, relocations, protection works, tie‑ins, service connections and operational interfaces.
• Review contractor submissions related to stakeholder management, utilities, approvals and handover requirements.
• Coordinate inspections, testing, commissioning, close‑out and acceptance activities with relevant stakeholders.
• Ensure completion of asset handover deliverables, including as‑built drawings, GIS data, O&M manuals, asset registers, warranties and close‑out documentation.
• Prepare meeting minutes, reports, correspondence, presentations and stakeholder status updates.

Required profile

• Bachelor’s degree in Civil, Infrastructure, Utility Engineering or a related discipline.
• Minimum 7 years of experience in stakeholder management, utility coordination, authority liaison and asset handover on infrastructure, roads or utilities projects.
• Strong communication, coordination and documentation abilities.
• Proficiency in Microsoft Office and familiarity with GIS and CAD software.
• In‑depth knowledge of Abu Dhabi authorities, utility stakeholders and approval processes, with experience on construction supervision or PMC projects in the UAE/GCC.
