Tax & Legal Manager – Emerging Markets (Dubai)

About the role

We are seeking a dynamic and experienced Manager to join our Emerging Markets team in Dubai. The role will use business‑development expertise to drive growth and build strategic partnerships in emerging markets such as Iraq, Libya and selected African countries.

Key responsibilities

• Develop and implement strategic plans to expand the firm’s presence in targeted emerging markets.
• Identify new business opportunities and establish partnerships aligned with growth objectives.
• Lead market‑research initiatives to inform business‑development strategies and pinpoint potential clients.
• Build and maintain robust relationships with clients, government officials and key regional stakeholders.
• Serve as a trusted advisor, delivering insights and solutions to address market challenges.
• Conduct thorough market‑trend and competitive‑landscape analysis to guide strategic decisions.
• Collaborate with cross‑functional teams to design tailored solutions for client needs.
• Oversee project planning and execution, ensuring delivery on time, within scope and budget.
• Manage teams to provide high‑quality services that exceed client expectations.
• Ensure all business activities comply with local laws and regulations, identifying and mitigating risks.
• Act as a role model, fostering a high‑performing culture and mentoring team members.
• Deliver exceptional client service, drive results and promote collaboration across borders.
• Influence clients and senior stakeholders, aligning objectives with Deloitte’s strategy.
• Work closely with management to enhance and implement practice strategy.

Required profile

• Bachelor’s degree in accounting, finance or a related field; CPA, ACCA or equivalent certification is a plus.
• Minimum 5 years of business‑development or management experience within a Big 4 or comparable professional‑services firm.
• Proven track record of developing and managing client relationships in emerging markets.
• Deep understanding of the economic, political and cultural contexts of Iraq, Libya and selected African countries.
• Excellent communication, negotiation and interpersonal skills.
• Willingness and ability to travel across the supported regions as required.
• Experience working in the target countries with an established professional network is preferred.
• Proficiency in Arabic (French an advantage) and demonstrated leadership abilities.
