Senior HSE Safety Officer - Oil & Gas (ADNOC Projects)

About the Role

Join Penspen as a Senior Safety Officer to play a critical role in our PMC projects in Abu Dhabi. You will be responsible for ensuring daily onsite compliance, driving HSE policy implementation, and fostering a robust safety culture in alignment with client standards and local regulations.

Main Responsibilities

• Monitor site activities to ensure strict adherence to HSE procedures and ADNOC standards.
• Conduct regular site inspections and proactively report any unsafe acts or conditions.
• Assist in risk assessments and ensure the effective implementation of control measures.
• Enforce the Permit to Work (PTW) system for all high-risk activities.
• Supervise critical operations including working at height, lifting operations, confined space entry, and hot works.
• Lead safety inductions, toolbox talks, and awareness sessions for all personnel.
• Ensure correct use of PPE and compliance with all safety requirements.
• Report incidents, near-misses, and participate in thorough investigations.
• Maintain accurate HSE documentation, reports, and records.
• Coordinate with supervisors, workers, and subcontractors to maintain high safety standards.
• Support emergency response activities and drills.

Candidate Profile

• Degree or Bachelor's in Engineering or a relevant technical field.
• Minimum of 10 years of relevant experience in the Oil & Gas sector.
• At least 5 years of experience within the GCC region.
• Minimum 5 years in a similar role on major international Oil & Gas or Petrochemical projects.
• Proven experience working on Middle East projects, specifically with ADNOC standards, is highly preferred.

Required Skills & Certifications

• NEBOSH IGC/Diploma or IOSH certification (or equivalent).
• Expertise in Permit to Work (PTW) systems and high-risk activity supervision.
• Strong knowledge of international HSE regulations and standards.
• Excellent reporting and documentation skills.
• Strong communication and leadership skills for coordinating with diverse teams.
