Director of Federal Debt Management Office

About the role

The Federal Debt Director leads the Federal Debt Management Office (FDMO), overseeing its overall operations and ensuring the effective execution of its mandate under the Public Debt Law. Reporting directly to the Minister of Finance, the role also supports broader fiscal objectives and may be involved in sovereign credit rating matters.

Key responsibilities

• Implement approved strategies, policies, and directives for public debt management.
• Advise the Minister of Finance on investing surplus government funds in secure, liquid assets to optimise safety, liquidity and returns.
• Direct and oversee all organisational units within the FDMO, monitor performance and ensure effective reporting.
• Develop strategic and operational plans, establish KPIs and oversee their implementation.
• Formulate and recommend public debt management strategies and policies for ministerial approval.
• Coordinate with the Central Bank on public debt strategies and policies.
• Identify operational improvement opportunities, prepare recommendations and submit them for senior management approval.
• Monitor departmental KPIs, evaluate staff performance and prepare the annual performance report.
• Foster relationships with external stakeholders, establish strategic partnerships and lead change‑management initiatives.
• Advise on proposals for issuance of public debt instruments and matters related to the sovereign credit rating.
• Lead the development and approval of operating procedures, work methodologies, performance indicators and quality standards.
• Oversee strategic planning, budgeting, reporting, service delivery and performance management to ensure operational excellence.

Required profile

• Professional Certificate in Market Risk
• Certified Public Accountant (CPA)
• Certified Treasury Professional (CTP)
• UAE Value Added Tax (VAT) Compliance Diploma
• Certified Professional Compliance Certificate
• Chartered Financial Analyst (CFA)
• Association of Chartered Certified Accountants (ACCA)
• Certificate in Real Estate (or related qualification)
