Procurement Specialist – Governance & Compliance (6‑month maternity cover)

About the role

We are seeking a Procurement Specialist – Governance & Compliance to support a semi‑government client in Dubai on a 6‑month maternity cover. Reporting to the Director of Category Management, you will ensure end‑to‑end procurement governance, regulatory compliance and continuous improvement across the Procure‑to‑Pay lifecycle.

Key responsibilities

• Lead ongoing compliance monitoring across the Procure‑to‑Pay (P2P) lifecycle, aligning activities with internal policies, management‑defined controls and UAE regulatory guidelines.
• Produce regular compliance reports and control dashboards, identifying policy deviations, gaps and risk exposures and driving corrective actions.
• Review and validate purchase orders and procurement transactions against approval matrices, sourcing procedures and contract coverage requirements.
• Identify process gaps, work with stakeholders to remediate non‑compliance and support audit coordination with financial authorities and government bodies.
• Maintain and update compliance trackers using advanced Excel functions and support Tableau dashboards by ensuring accurate underlying data.
• Ensure procurement activities comply with UAE Law No. 12 and other government procurement requirements.

Required profile

• Bachelor’s degree in Business, Finance, Supply Chain or related field; professional procurement qualification (e.g., CIPS) preferred.
• Minimum 3 years of experience in procurement, audit, risk or P2P/S2P governance roles within regulated environments.
• Strong understanding of contract management, procurement controls and regulatory compliance.

Required skills

• Advanced Excel (complex formulas, pivot tables, data validation).
• Tableau dashboard maintenance.
• Experience with ERP procurement modules.
