Senior Consultant – Human Capital (4‑Month Engagement)

About the role

Support the end‑to‑end development of an integrated HR Management Framework for a government/client in Abu Dhabi. The engagement covers HR policies, procedures, organizational and people frameworks, job descriptions and implementation materials over a four‑month period.

Key responsibilities

• Conduct current‑state HR assessments, document reviews, stakeholder interviews and gap analyses.
• Design and develop an integrated HR governance, operating and service delivery model.
• Draft and update HR policies and procedures covering the employee lifecycle.
• Create job descriptions, job families, competency frameworks and career paths.
• Develop operational procedures, workforce planning, Emiratization, succession and talent management frameworks.
• Prepare HR forms, templates, tools and implementation materials in both Arabic and English.
• Facilitate workshops and working sessions with agency stakeholders and support change management and knowledge transfer.

Required profile

• Minimum 6 years of HR consulting or HR transformation experience, preferably in the UAE public sector.
• Broad experience across HR policies, operating models, organization design, job architecture, competencies, talent and performance management.
• Experience delivering large‑scale HR transformation or organizational development projects.
• Background in a Big 4 Human Capital or People Advisory practice is strongly preferred.
• Bachelor’s degree in Human Resources, Business Administration or related field; Master’s degree preferred.
• Strong stakeholder engagement, workshop facilitation and analytical abilities.
