Senior Healthcare Strategy & Operations Advisor

About the role

Black Pearl is seeking a senior professional to advise executive leadership on healthcare strategy and operations within a leading Dubai‑based healthcare organization. The role will focus on translating complex data into actionable insights and supporting growth initiatives across clinical and operational functions.

Key responsibilities

• Evaluate market developments, patient demand and emerging service opportunities to identify growth areas.
• Assess proposals for new services, programs, expansion initiatives and strategic collaborations.
• Analyze operational and clinical performance data to spot trends, risks, capacity constraints and improvement opportunities.
• Translate complex healthcare data into clear executive‑level reports and recommendations.
• Review KPIs, benchmarks and performance indicators to support strategic decision‑making.
• Identify workflow, productivity and resource‑utilisation improvements.
• Support transformation and continuous‑improvement initiatives across clinical and operational functions.
• Analyze patient access, flow, capacity and service utilisation to remove barriers.
• Develop business cases, strategic presentations, executive briefings and performance reports for senior leadership.
• Provide evidence‑based recommendations on operational challenges, growth opportunities and emerging trends.
• Assist senior governance meetings and strategic committees with analysis and follow‑up.
• Collaborate with clinical, finance, digital health, corporate and operational stakeholders to drive priorities.
• Explore business‑intelligence, advanced‑analytics and emerging‑technology opportunities to strengthen forecasting and performance management.

Required profile

• 15+ years of progressive experience in healthcare strategy, operations, business development, performance improvement, operational excellence, analytics or consulting.
• Background in large hospital groups, healthcare networks, authorities, academic medical centers, integrated systems or consulting environments.
• Proven ability to produce executive‑level insights and strategic recommendations.
• Strong analytical mindset with experience in data‑driven decision making.
