Senior Manager - Master Planning

About the role

Dubai Holding Land Estates is seeking a Senior Manager to lead the visioning and strategic development of masterplans across its portfolio. The role focuses on early‑stage planning, shaping spatial frameworks and public realm concepts that align with the Dubai 2040 Urban Master Plan and the company’s sustainability goals.

Key responsibilities

• Assist in defining the strategic vision for new master‑planned communities, districts or developments.
• Conduct high‑level site assessments, evaluating spatial context, accessibility, environmental factors and development constraints.
• Develop land‑use and zoning strategies, preparing preliminary frameworks that allocate functions, densities and open spaces.
• Research international best‑practice case studies to inform strategic planning and ensure contextual relevance.
• Create high‑level public‑realm concepts that enhance livability, identity and social value.
• Collaborate with internal teams such as development, sustainability, mobility and infrastructure to ensure alignment across disciplines.

Required profile

• Minimum 10 years of experience in urban planning, master planning or related fields.
• Proven ability to manage multiple fast‑paced projects simultaneously.
• Strong analytical skills with a focus on spatial and contextual analysis.
• Excellent communication skills to articulate planning narratives to diverse stakeholders.
