Construction HSE Manager

About the role

Met T&S, the employment company of MAIRE Group, an industrial leader in engineering and construction, is looking for a Construction HSE Manager for a permanent position in the UAE. The role reports to the HSE Manager and, when the manager is not on site, to the Site Manager. It covers monitoring HSE compliance, inspections, training, accident investigation and emergency preparedness.

Key responsibilities

• Monitor and support the implementation of the group's HSE policy and management system at site, and verify the Site HSE Plan and procedures.
• Carry out Job Hazard Analysis (JHA) and take part in Job Safety Analysis (JSA).
• Check that subcontractors follow HSE procedures and regulations, and organize periodic HSE walkarounds, inspections and audits with follow-up reports and corrective actions.
• Organize and coordinate HSE training and site HSE meetings, and cooperate with the client on work permits.
• Investigate work accidents, keep accident records and promote personnel training.
• Lead the Site HSE Committee and the emergency response and fire prevention teams, including drills.
• Prepare the HSE section of monthly progress reports, site HSE statistics and recovery plans when targets are missed.

Required profile

• NEBOSH General Certificate (GC) or International General Certificate (IGC), a Diploma in Safety/HSE and any other recognized HSE certification.
• Minimum 12-15 years in HSE roles, with at least 5 years managing HSE and welfare standards in the oil and gas industry, and at least 2 years as an HSE Manager.
• Fluent English and proven ability to lead a team of HSE professionals.
• Lead Auditor certification in ISO 14001, ISO 45001 or equivalent is desired; additional HSE training is an advantage.

Required skills

• HSE management systems and HSE legislation.
• Risk assessments, audit processes and permit-to-work (PTW) systems.
• Incident analysis using root cause analysis and emergency response planning.
• Awareness of H2S hazards and use of breathing apparatus.
