Construction/Fabrication Manager - Oil & Gas EPC

About the role

Target Engineering, an EPC and industrial infrastructure company with in-house fabrication and marine expertise, is looking for an experienced Construction Manager to oversee large-scale fabrication yard operations and modular construction projects in the UAE's oil and gas sector. The role covers mechanical construction, module assembly, load-out activities, commissioning support, HSE leadership and stakeholder management in ADNOC-driven project environments.

Key responsibilities

• Lead multi-disciplinary module fabrication and assembly (structural steel, piping, mechanical equipment, electrical, instrumentation) and manage fabrication yard operations safely and efficiently
• Oversee heavy lifting, module load-outs, rigging, sea-fastening and barge readiness; control module weight and approve critical lifting and transportation procedures
• Optimise workforce, subcontractors, equipment and resources across the yard
• Plan construction execution, monitor progress against master schedules and coordinate interfaces between engineering, procurement, construction, logistics and marine operations
• Present performance metrics and progress forecasts to senior management and clients
• Lead field engineers, supervisors, foremen and subcontractors; review IFC drawings, technical specs and scope documents
• Oversee mechanical construction, equipment erection, piping, pressure testing and pre-commissioning, and coordinate mechanical completion, walkdowns, punch-list closeouts and completion dossiers
• Ensure compliance with ASME, API, ISO and ASTM standards; coordinate inspections, NDT, hydrotests, loop checks and approve ITPs and method statements
• Champion a zero LTI safety culture, manage SIMOPS risks and enforce ADNOC Permit-to-Work and Life Saving Rules
• Monitor budget, labour productivity and material use, identify risks, act as main liaison with clients and contractors, and lead negotiations and reporting
• Mentor engineers and supervisors, conduct performance evaluations and build high-performing teams

Required profile

• Minimum 12-15 years of progressive experience in mechanical construction within oil and gas EPC projects
• Minimum 5 years in a senior supervisory or managerial position
• Proven experience in fabrication yards, module construction and major EPC projects, including rotating and static equipment, structural steel, piping, pressure testing and pre-commissioning
• Previous ADNOC or similar Middle East oil and gas experience highly preferred
• Bachelor's degree in Mechanical Engineering or a related discipline (mandatory); Master's an advantage
• PMP or equivalent project management certification preferred; OSHA or similar HSE certification advantageous

Required skills

• Knowledge of ASME, API, ISO and ASTM codes
• Expertise in process piping, tanks, vessels, pumps, compressors and heat exchangers
• Ability to interpret P&IDs, isometrics, GA drawings and equipment layouts
• Project management, planning, scheduling and resource optimisation
• Leadership, negotiation, stakeholder management and communication
