Contracts & Procurement Officer

About the role

The Contracts & Procurement Officer provides efficient, accurate, and timely contract and purchasing services to internal and external clients, ensuring compliance with university policies and delivering value for money.

Key responsibilities

• Draft, review, and maintain commercial and contractual arrangements for business units.
• Prepare cost proposals, negotiate, and administer contracts, cooperative agreements, and blanket purchase orders.
• Monitor financial activity of prime and sub‑contracts, including close‑outs, and ensure regulatory compliance.
• Maintain the contracts database, generate periodic reports, and advise on customer terms, risks, and cost drivers.
• Coordinate with project and technical staff to align contracts with program requirements and conduct pre‑ and post‑award reviews.
• Purchase goods and services from local and international sources, analyze specifications, evaluate vendor quotations, and benchmark prices.
• Expedite orders, manage amendments, cancellations, and ensure accurate invoicing and timely payment approval.

• Handles a variety of purchasing requests, tenders, and contract queries.
• Coordinates with internal and external stakeholders to ensure contractual obligations are understood and met.
