About the role
The Engineering Services Manager leads the planning, execution and continuous improvement of all engineering and facility management activities within the hospital. This senior position ensures reliable operation of critical systems, compliance with regulations, and the safety and welfare of staff and patients.
Key responsibilities
- Make decisions on project work within hospital premises.
- Oversee upgrading and modernization of utility equipment across the facility.
- Liaise with government agencies and external organisations regarding maintenance matters.
- Plan, cost, and execute various engineering projects inside the hospital.
- Coordinate policy decisions with senior management and corporate support.
- Ensure staff welfare and manage departmental personnel.
- Select contractors based on tender evaluation and regional engineer support.
- Lead long‑term renovation and modification planning.
- Prepare and manage the maintenance and project budgets.
- Contribute to quality improvement initiatives.
- Train engineering staff on equipment upgrades and best practices.
- Conduct regular meetings with engineers and supervisors to resolve issues.
- Coordinate cross‑departmental projects and activities.
- Perform staff appraisals and team evaluations as required.
- Analyse complaints and implement corrective actions.
- Maintain disciplined departmental operations and compile KPI reports per NMC standards.
- Schedule and supervise routine and preventive maintenance activities.
- Organise manpower and material resources for daily operations.
- Manage AMC/CMA contracts to ensure equipment is maintained to design specifications.
- Chair the Facility Management Services (FMS) committee and drive its initiatives.
- Carry out risk assessments and implement mitigation measures throughout the facility.
- Implement facility management plans, policies, and programs.
- Oversee daily operation of hospital engineering systems (HVAC, electrical, plumbing, elevators, fire alarm, BMS, security, medical gas).
- Monitor system performance using FABIS, EMS, BMS or similar tools.
- Ensure compliance with local authority regulations (DOH, ADCD, ADMCC, etc.) and international accreditation bodies (JCI, ISO).
- Keep documentation for licenses, permits, and statutory approvals up to date.
- Prepare the facility for audits and inspections at all times.
- Lead energy‑efficiency, renewable energy, and sustainability projects and report related KPIs.
- Monitor utility consumption (electricity, water, fuel, chilled water) and implement saving initiatives.
- Develop and maintain emergency response plans for engineering failures.
- Provide 24/7 engineering support through on‑call duty schedules.
- Maintain critical spares inventory for essential equipment and utilities.
- Conduct regular rounds to verify effectiveness of the FMS program.
- Recommend space, medical technology, equipment, and staffing resources as needed.
- Implement and manage the Medical Equipment Management Program and biomedical engineering activities.
- Plan and execute preventive, corrective, and calibration maintenance of medical equipment.
- Ensure biomedical equipment complies with manufacturer recommendations and regulatory requirements.
- Maintain digital maintenance management records and monitor biomedical KPI’s.
- Oversee clinical engineering projects, device evaluations, installations, and staff training.
- Identify high‑risk equipment and establish backup plans.
- Report and investigate medical equipment incidents, develop CAPA actions.
- Ensure departmental compliance with JCIA, DOH, FANR, ADHICS, ISO, DHA etc.
- Develop policies and procedures for medical device management.
- Coordinate inter‑departmental communication regarding medical equipment.
- Provide orientation and training for biomedical staff and clinical end‑users.
- Lead biomedical participation in quality initiatives and accreditation programs.
- Manage biomedical maintenance contracts and promote a safety culture.
- Overall responsibility for OSH management system and implementation.
- Supervise OSH officers and ensure compliance with UAE federal and local safety regulations.
- Develop and review OSH policies, conduct hazard identification, risk assessments, and incident investigations.
- Monitor OSH KPI’s, prepare performance reports, and drive continuous improvement.
- Ensure adequate resources for OSH initiatives and provide regular safety training.
- Lead OSH committee meetings and present performance to top management.
- Review contractor OSH documents for new projects and renovations.
- Ensure compliance with safety inspections and internal audits.
