Head of Finance (UAE Nationals Only)

About the role

Global Studies University in Sharjah, UAE, is looking for an experienced Head of Finance to lead and oversee its Finance and Procurement division. The role covers budget development and management, setting up the Finance and Procurement divisions, and ensuring compliant management of funds from grants, donations and sponsorships. It also handles all finance-related dealings with the Government and the Board of Trustees. The position is open only to UAE nationals.

Key responsibilities

• Lead the annual budgeting process, including forecasting, planning and reporting; monitor and control departmental spending against institutional and project budgets
• Establish and operationalize the Finance and Procurement divisions, and develop their policies, procedures and best practices in line with university, national and international regulations
• Oversee finance and procurement activities for compliance, transparency, efficiency and value for money, and ensure vendor compliance and contract management standards
• Communicate with the Government Finance Department, work with internal, external and government auditors, and prepare financial reports and presentations for senior management and the Board of Trustees
• Provide leadership to the finance and procurement teams, implement financial systems and process improvements, and collaborate with other units and partners

Required profile

• Bachelor's degree in Finance or Accounting, and a Master's degree or professional qualification in accounting (CPA, ACCA or CMA)
• At least 9 years' experience as a finance manager, including at least 4 years in a leadership role within a university, higher education institution or similar organization
• Experience in the UAE regulatory environment and with international donors or government-funded projects is preferred
• Excellent knowledge of English and Arabic

Required skills

• Proven experience in budgeting, financial planning, financial reporting, compliance and procurement management
• Familiarity with ERP systems such as SAP or Oracle and financial reporting tools
• Strong leadership, analytical and communication skills
