HR Planning Manager – Government Sector, Dubai

About the role

We are seeking an experienced HR professional to lead workforce planning for a well‑established government organization in Dubai. In this senior role you will shape the organization’s people strategy, from headcount and structure to career paths and Emiratization targets.

Key responsibilities

• Lead workforce planning and forecast future staffing needs.
• Develop and maintain the organisational structure and job classification system.
• Drive Emiratization initiatives and set annual talent acquisition targets.
• Build succession plans and career‑path frameworks.
• Analyse labour‑market trends to inform hiring and development strategies.
• Manage the annual headcount budget and monitor approved versus vacant positions.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or a related field.
• Minimum 7 years of relevant HR experience, preferably in a government or large‑scale organisation.
• Strong analytical abilities and experience working with workforce data.
• Excellent communication skills in both English and Arabic.
