Manager – Program Development

About the role

The Department of Finance in Abu Dhabi seeks a Manager for its Program Development Office. This senior position oversees the full lifecycle of employee training and development, aligning learning initiatives with the department’s strategic objectives and fostering a culture of continuous improvement.

Key responsibilities

• Identify, prioritize and plan training needs across all units, designing internal training plans to close behavioral and technical competency gaps.
• Develop, manage and monitor the training budget, ensuring resources are aligned with organizational priorities.
• Build and maintain strategic partnerships with local and international professional bodies, formalising collaborations to meet current and future training requirements.
• Design, produce and evaluate training materials, including e‑learning content, and maintain a centralized library and electronic platform for delivery and tracking.
• Organise and deliver internal training programs, oversee vendor performance, and implement quality‑assurance mechanisms and reporting dashboards.
• Prepare periodic reports on training activities, update policies and procedures, and provide strategic support to line managers.
