Operations Control Centre (OCC) Expert – Rail Infrastructure

About the role

Parsons is seeking an Operations Control Centre (OCC) Expert to lead the planning, design, integration and delivery of OCC systems for a large rail infrastructure project. The role will shape OCC operational requirements, manage system interfaces and ensure operational readiness across railway, passenger and external stakeholder systems.

Key responsibilities

• Lead development, planning and integration of OCC systems and control strategies throughout all project phases.
• Define operational requirements, functional specifications, control philosophies and performance criteria for railway operations.
• Ensure full integration of OCC with signalling (ATC/CBTC), SCADA, telecommunications, traction power, rolling stock, platform screen doors, depot and passenger information systems.
• Coordinate interface management between OCC, multidisciplinary rail, civil, MEP, architectural and operational stakeholders.
• Support systems engineering activities including requirements management, verification, validation and operational readiness.
• Develop testing and commissioning strategies (FAT, SAT, SIT, integrated testing) and oversee trial operations.
• Identify and mitigate technical, operational and integration risks, ensuring compliance with safety and international railway standards.

Required profile

• Extensive experience in rail OCC or similar control centre environments.
• Proven ability to manage complex system integrations and multidisciplinary stakeholder interfaces.
• Strong understanding of railway operational concepts, emergency response and incident management.
• Experience preparing technical specifications and tender documentation for design‑and‑construct projects.
