PMC Procurement & Contracts Lead (KSA Data Center Projects)

About the role

Decima International, a project management and controls consultancy serving clients in the US and the Middle East, is seeking an experienced Procurement & Contracts Lead to run the procurement and contracts function on large-scale data center, mission-critical and infrastructure programmes in KSA. The role sits within the PMC teams and acts as the Owner's onsite representative, leading the full procurement and contract lifecycle for EPC contractors and major project packages.

Key responsibilities

• Support the Client in developing and implementing procurement and contracting strategies, and build package plans, tender schedules, bidder lists and governance processes.
• Lead contractor and supplier prequalification, RFQs, RFPs and tendering, and prepare scopes of work, pricing schedules, contract exhibits and tender addenda.
• Lead technical and commercial bid evaluations, prepare comparison sheets and award recommendations, and chair clarifications, bidder interviews and negotiations.
• Administer EPC and major project contracts, including interpreting terms, handling variations, change orders and claims, and certifying payments and final accounts.
• Track OFCI / CFCI and long-lead equipment, identify procurement and contractual risks, and lead contract close-out.
• Build procurement and contracts dashboards, claims and variation reports, and guide project teams on tender governance and commercial risk.
• Lead and develop the procurement and contracts team, and coordinate with project management, engineering, cost, planning and commercial teams.

Required profile

• Bachelor's degree in Engineering, Construction Management, Law or a related discipline.
• 12-15 years of procurement and contracts experience on major construction or infrastructure projects, including at least 5 years leading a procurement, contracts or commercial function.
• Strong experience with contractor prequalification, bid evaluation, EPC contract administration under FIDIC or equivalent, and final account management.
• Team leadership experience, fluent written and spoken English, and proven reporting to executive and Client audiences.

Required skills

• Advanced Microsoft Excel and strong Word, PowerPoint and Outlook.
• SAP, Oracle or equivalent ERP / contract management systems.
• Preferred: data centre or mission-critical project experience, CIPS / MRICS / RICS / PMP / AACE / CIArb accreditation, Arabic, and exposure to DAB / DAAB or arbitration.
