Purchase Officer – Construction

About the role

The Purchase Officer will manage end‑to‑end procurement of materials, equipment, subcontract services and site consumables for construction, landscaping, infrastructure and civil works projects. Working closely with project managers, engineers and suppliers, the role ensures that all required items are available on site to keep construction schedules on track.

Key responsibilities

• Review and process material requisitions from project teams, aligning them with specifications, BOQs and delivery schedules.
• Source qualified local and international suppliers, obtain at least three competitive quotations and evaluate offers based on price, quality, delivery lead time and warranty.
• Negotiate pricing, payment terms and delivery schedules to achieve best value while respecting project budgets and technical requirements.
• Prepare and issue Local Purchase Orders through an ERP system (e.g., Oracle ERP) following the company’s approval matrix.
• Monitor procurement status from order issuance to final delivery, coordinating logistics to avoid project delays.
• Maintain supplier relationships, conduct performance evaluations and identify alternative sources to mitigate risks.

Required profile

• Proven experience in procurement or purchasing within the construction or infrastructure sector.
• Strong understanding of technical specifications, BOQs and project budgeting.
• Excellent negotiation and communication skills with the ability to work cross‑functionally.
• Detail‑oriented with the ability to manage multiple purchase orders and delivery timelines simultaneously.

Required skills

• Proficiency with ERP systems, specifically Oracle ERP or equivalent.
