Senior Engineer – Public‑Private Partnership

About the role

The Authority is seeking a Senior Engineer to lead and monitor Public‑Private Partnership (PPP) initiatives. You will be responsible for detailed project analysis, bidding coordination, contract implementation, and financial evaluation to ensure compliance, timely delivery, and alignment with strategic investment goals.

Key responsibilities

• Conduct comprehensive studies to identify commercial and investment opportunities suitable for PPPs and align them with the Authority’s strategic objectives.
• Prepare and analyse market and feasibility studies, recommend viable business models, and evaluate financing scenarios.
• Support bidding processes, prepare technical and financial evaluations, and coordinate negotiations with procurement, finance, and legal teams.
• Monitor implementation and performance of signed partnership contracts, track deliverables, and report on progress, risks, and corrective actions.
• Ensure compliance with legislation, regulatory frameworks, and partnership governance requirements.
• Prepare detailed financial assessments and investment appraisals, maintaining accuracy and transparency.
• Act as a communication hub, reporting project developments and performance metrics to internal and external stakeholders.

Required profile

• Bachelor’s or Master’s degree in Finance, Economics, Engineering, or a related field.
• Extensive experience in PPP project analysis, bidding coordination, and contract management.
• Strong understanding of financial modelling, investment appraisal, and alternative financing structures.
• Proven ability to work with cross‑functional teams including procurement, legal, and finance.
• Excellent analytical, reporting, and stakeholder communication skills.
