Senior Expert – Capital Projects Development

About the role

The Senior Expert will lead the development of large‑scale capital projects from strategic concept through to a decision‑ready and delivery‑ready baseline. Based in Abu Dhabi, you will ensure robust governance, clear requirements definition and seamless coordination with consultants and delivery partners.

Key responsibilities

• Establish stage‑gates, reporting cadence, decision logs and change‑control processes.
• Define and consolidate functional, technical, ESG and phasing requirements into a comprehensive design brief.
• Support procurement activities and manage consultants to deliver integrated outputs.
• Act as the primary interface with delivery partners, ensuring a clear handover baseline.
• Maintain cost evolution, schedule adherence and risk mitigation throughout the project lifecycle.
• Coordinate planning, utilities and authority approvals to secure project readiness.
• Embed facilities management, ICT and operational considerations early in the design process.

Required profile

• 10–15+ years of experience in capital project development (campuses, districts, mixed‑use or similar).
• Proven expertise in briefing, feasibility studies, stage‑gate governance and procurement readiness.
• Strong stakeholder management, cost/schedule/risk governance and authority coordination skills.
• Experience in the GCC region is preferred.
• Degree in Engineering, Architecture, Construction or Project Management.

Required skills

• PMP certification (or equivalent).
• PRINCE2 methodology.
• RICS accreditation (preferred).
