Stakeholder Specialist - Construction Supervision (UAE National)

About the role

Parsons is looking for a UAE National Public Relations Officer / Stakeholder Engineer to join its construction supervision team in Abu Dhabi. The role coordinates with the client, government authorities, utility providers, contractors and consultants to manage project interfaces, secure approvals and support the delivery of construction works.

Key responsibilities

• Represent the Supervision Consultant in stakeholder coordination and coordinate with the client, contractor, authorities, municipalities, utilities and developers.
• Identify, record and monitor stakeholder requirements, interfaces, constraints, risks and commitments.
• Review and coordinate submissions such as drawings, method statements, permits, NOCs, traffic management plans and utility diversion proposals.
• Follow up with authorities and service providers to obtain approvals, permits, clearances and no-objection certificates.
• Review contractor submissions for compliance and coordinate responses to stakeholder comments across design, construction, planning, commercial, quality and safety teams.
• Maintain stakeholder registers, interface matrices, approval trackers, correspondence logs, action trackers and commitment registers.
• Arrange and attend coordination meetings, workshops, site inspections and interface meetings, and prepare agendas, minutes, action lists and progress reports.
• Coordinate construction interfaces involving roads, drainage, water, electricity, telecommunications, district cooling, gas and street lighting, and support temporary works, access arrangements, road openings and traffic diversions.
• Liaise with the client and authorities on complaints, disruptions and access issues, and coordinate with government relations representatives.
• Support mobilization, construction, testing and commissioning, handover and closeout, and coordinate final inspections, clearances, completion certificates and as-built documentation.

Required profile

• Must be a UAE National.
• Diploma or degree in Construction Management or a related engineering discipline.
• Relevant experience in stakeholder coordination, construction supervision, infrastructure projects, engineering consultancy or government liaison; experience as a supervision consultant or engineering consultancy is preferred.
• Knowledge of construction activities, technical documentation, authority approvals, permits and NOC procedures.
• Strong written and spoken Arabic and English, and a valid UAE driver's license and willingness to travel to project sites and stakeholder offices.

Required skills

• Ability to review engineering drawings, specifications, method statements and technical submissions.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Ability to prepare registers, trackers, reports, minutes and formal correspondence.
• Desired: experience on major infrastructure, road, utilities, transportation, buildings or development projects, and familiarity with stakeholder and interface management plans, approval schedules and risk registers.
