Tender Technical Submission Engineer

About the role

The Tender Technical Submission Engineer will join ECC's Business Development team in Dubai, preparing and submitting technical bids for a variety of construction projects. Reporting to the Business Development Manager, the role involves close coordination with internal departments and external partners to ensure compliant, competitive proposals.

Key responsibilities

• Analyse project requirements and develop detailed technical proposals.
• Coordinate with estimation, planning, HSE, QAQC, logistics, finance and external subcontractors.
• Evaluate project risks, ensure compliance with client specifications and deadlines.
• Lead design meetings, prepare minutes, and manage action plans.
• Draft and negotiate agreements with JV partners and consultants.

Required profile

• Degree in Civil Engineering, Construction Management or related field.
• 5‑10 years experience in bid engineering or similar construction role.
• Strong analytical, problem‑solving and decision‑making abilities.
• Excellent written and verbal English communication.
• Ability to work under pressure and meet tight deadlines.

Required skills

• AutoCAD (mandatory).
• Revit, SketchUp or other 3D design software (preferred).
• PowerPoint (mandatory) and InDesign for professional presentations.
• Primavera or similar scheduling software for 4D sequencing.
• Proficiency with AI tools for bid preparation.
