Water Network Planning Manager

About the role

Black Pearl Consult is seeking an experienced Water Network Planning Engineer for a full-time position in the utilities sector in Dubai. The role focuses on ensuring the efficient, reliable and sustainable delivery of water services through planning, simulation and long-term infrastructure management.

Key responsibilities

• Develop and optimize the water distribution network to meet current and future demand.
• Lead the preparation of master plans, feasibility studies and hydraulic simulations for new and existing networks.
• Conduct network modeling using tools such as EPANET, WaterGEMS or InfoWorks to assess and improve system performance.
• Support asset management strategies to improve network reliability and longevity.
• Use AMI and network operations data for performance optimization and proactive planning.
• Collaborate with internal teams on rehabilitation plans, project coordination and long-term capacity forecasting.

Required profile

• Bachelor's degree in Civil, Environmental or Mechanical Engineering; Master's degree preferred.
• 4-8 years of experience in water network planning, asset management or hydraulic modeling.
• Strong technical knowledge of water distribution systems, hydraulic principles and infrastructure design.
• Excellent communication, data analysis and problem-solving skills.

Required skills

• Proficiency in network simulation tools such as EPANET, WaterGEMS or InfoWorks.
• Exposure to AMI and SCADA applications in water systems.
