Associate Director HR Business Partner (UAEN)

About the role

The Associate Director HR Business Partner will provide strategic HR support to a leading government entity in the UAE, aligning people initiatives with business objectives. This senior role combines strategic leadership with operational execution to drive talent management, culture transformation and organisational effectiveness.

Key responsibilities

• Partner with executive leadership to design and implement people strategies that enable business growth and transformation.
• Lead workforce planning, organisational design and operating‑model effectiveness across multiple functions.
• Drive succession planning, leadership development and talent review initiatives to build future leadership pipelines.
• Champion employee engagement, culture change and change‑management programmes to improve performance.
• Utilise workforce analytics and HR insights to support strategic decision‑making and continuous improvement.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Psychology or related field; Master’s or MBA preferred.
• 8‑10 years of progressive HR experience, including 3‑5 years in an HR Business Partner or HR leadership role.
• Proven experience partnering with senior leaders and delivering strategic HR initiatives in complex organisations.
• Strong expertise in organisational development, employee relations, workforce planning, performance management and change management.
• Excellent stakeholder management, communication and leadership abilities.
• Proficiency in Microsoft Office applications and HR technologies.
