Aviation Safety and Environment Quality Expert

About the role

The Aviation Safety and Environment Quality Expert will serve as the senior authority responsible for governing the quality, integrity and effectiveness of all aviation safety and environmental management systems across Dubai’s aviation sector. Reporting to the Executive Director, the role ensures regulatory compliance, safety performance and environmental stewardship through data‑driven decision making and continuous improvement.

Key responsibilities

• Design, implement and continuously improve quality‑assurance frameworks for administrative, operational and technical functions, aligning with ICAO, ISO and Dubai Government standards.
• Provide strategic advisory support to the Executive Director on safety, quality and environmental performance.
• Lead internal and external audit programmes, ensure timely closure of findings and monitor compliance with sectoral policies.
• Review and validate the sector’s Safety Management System (SMS) against ICAO Annex 19 and local legislation, including risk‑management and hazard‑identification processes.
• Coordinate communications, committee meetings and executive‑level engagements, and identify obstacles to propose high‑quality solutions.
• Oversee change‑management initiatives, assess their impact on safety system performance and organisational resilience.
• Prepare the annual integrated safety and environmental quality report, analyse sector‑wide data and present performance indicators to leadership.

Required profile

• Extensive senior‑level experience (minimum 14 years) in aviation safety, quality management and environmental compliance.
• Deep knowledge of ICAO standards, ISO 9001, and Dubai government quality‑management requirements.
• Proven ability to lead audit programmes, drive continuous improvement and provide strategic advice to senior executives.
• Strong analytical skills for data‑driven reporting and performance monitoring.
