Chief Transportation Planning and Modeling Specialist

About the role

The Chief Transportation Planning and Modeling Specialist will lead transport‑demand modelling, database management and technical studies to support a balanced, sustainable transport system in Dubai. This senior position contributes to policy development, tariff governance and exemption evaluation in line with approved RTA transportation policies.

Key responsibilities

• Support the implementation of a comprehensive system for regulating and managing transport demand across Dubai.
• Develop, update and operate databases and modelling tools that reflect current networks, demand patterns and policy assumptions.
• Provide technical and modelled inputs for mass‑transport, taxi, limousine, smart‑rental and flexible‑mobility tariff and fee governance.
• Monitor and document the impacts of transport‑demand policies, ensuring alignment with sustainability goals and reduction of private‑vehicle dependence.
• Conduct strategic and detailed technical studies to assess policy effectiveness and improve road and transport system efficiency.
• Standardise study templates, evaluation methodologies and databases, and propose corrective actions for recurring policy issues.

Required profile

• Bachelor’s or Master’s degree in Transport/Traffic/Civil Engineering, Urban/Transport Planning, or Applied Statistics.
• 9+ years of relevant experience with a Master’s degree (or 11+ years with a Bachelor’s degree).
• Demonstrated experience in transport‑demand modelling, database stewardship and policy analysis.
• Ability to prepare technical observations on studies, legislation and plans related to transport‑demand management.
