Executive Director – PM/CM Services

About the role

KEO is seeking an Executive Director to lead its Project Management and Construction Management (PMCM) and Construction Supervision (CS) business unit in the United Arab Emirates. The role carries full P&L responsibility, strategic governance, and executive ownership of a multi‑billion‑dirham infrastructure portfolio.

Key responsibilities

• Drive financial health across the UAE portfolio, overseeing fee structures, resource architecture, operational margins and cost‑containment.
• Provide board‑level reporting, financial forecasting, risk matrices and growth updates to senior leadership.
• Develop and execute mid‑to‑long‑term growth plans for PMCM/CS services aligned with divisional mandates.
• Lead high‑value business development, client engagement, capital project procurement and bid validation.
• Ensure compliance with QA/QC, HSE policies and Project Management Plans.
• Offer technical and contractual leadership on large‑scale rail, infrastructure and urban programmes.
• Mentor and build a high‑performance multidisciplinary executive team, recruiting senior talent.

Required profile

• 20+ years of experience in project and construction management, leading large, complex programmes.
• Bachelor’s degree in Civil Engineering or related field (Master’s preferred).
• Professional membership in an engineering or construction management body is desirable.
• Certification such as PMP is preferred.
