Head - HSEQ Operations Support

About the role

Lead the Dubai‑based team that provides direct HSEQ operational support to Dragon Oil’s operations in Turkmenistan and to headquarters as required. The role ensures the Company Integrated Management System is effectively rolled out and that all assigned actions in the IMS Annual Action Plans are completed on time.

Key responsibilities

• Develop, review and perform gap analysis of Dragon Oil HSE standards, focusing on Control of Work and regulatory compliance.
• Provide on‑demand operational and tactical advice and engage stakeholders according to RACI assignments.
• Maintain fitness‑for‑purpose IMS documentation in line with regulatory requirements and industry best practices.
• Monitor compliance with the Incident Reporting and Investigation Standard and ensure lessons learned are captured.
• Lead HSE performance monitoring, reporting and KPI adjustment to meet corporate targets.
• Support incident investigation teams to conduct investigations according to Dragon Oil methodology and implement preventive actions.
• Coordinate with the HSE Technical/Process Safety team on Management of Technical Change during operations and project execution.
• Act as focal point for Business Impact Assessment and Business Continuity Plan, updating documents after exercises and lessons learned.
• Lead or participate in site operations risk assessments and keep departmental HSE risk registers up to date.
• Participate in cross‑departmental HSE risk register meetings and follow up on action items.
• Ensure all HSE documentation and registers are reviewed periodically and remain compliant.
• Provide guidance, training and support for the implementation of HSE standards and guidelines across the organization.
