Healthcare Liaison Officer (HLO) – Abu Dhabi

About the role

The Healthcare Liaison Officer (HLO) supports the Unified Medical Operations Command (UMOC) by ensuring hospital preparedness for major incidents, maintaining surge plans, and acting as the primary communication link between the hospital, UMOC team and other stakeholders.

Key responsibilities

• Maintain up‑to‑date contact details for all Health Care Facilities (HCFs) within the group.
• Coordinate with HCF Emergency Management Programs on preparedness, response, recovery and business continuity.
• Monitor and report real‑time surge capacity and resource availability during normal operations and emergencies.
• Activate and notify relevant facilities and emergency services as directed by UMOC during incidents.
• Compile and submit periodic reports on Special Pathway Program (SPP) cases such as STEMI, Burns, Stroke, as requested by the Department of Health (DOH).
• Assist the SPP Task Force in reviewing and improving SPP processes.
• Document all emergency preparedness and response activities and escalate incidents through the proper chain of command.
• Respond to DOH senior management requests and support UMOC teams during mass casualty incidents, planned mass gatherings and other emergencies.

Required profile

• Adherence to HR policies, punctuality and ability to start shifts on time.
• Professional handling of incoming calls within UMOC KPI timeframes.
• Strong coordination and communication skills with internal teams and external stakeholders.
• Ability to work under pressure during emergency and disaster situations.
